Ukraine plans to increase biomethane production to 1 bcm by 2030

The Cabinet of Ministers of Ukraine has approved a Biomethane Production Development Program through 2035, the Ministry of Energy reported.

According to the program, Ukraine aims to reach biomethane production of 1 bcm per year by 2030 and increase it to 2.1 bcm within the following five years, by 2035.

The program includes the construction of new biomethane plants, modernization of existing biogas facilities, creation of investment incentives for businesses, and deregulation of grid connection procedures for biomethane producers to both gas transmission and gas distribution networks.

According to Energy Minister Denys Shmyhal, the program will unlock Ukraine’s potential to become a major producer and exporter of green gases to the European Union, helping reduce Europe’s dependence on Russian hydrocarbons, while strengthening domestic energy resilience and boosting renewable energy investment.

At the first stage, the program envisages the commissioning of eight biomethane plants and establishing an institutional framework for the sector.

The government has also approved an implementation roadmap. In particular, Ukraine plans this year to gain access to the EU renewable fuels database, initiate an agreement with the EU on mutual recognition of guarantees of origin for biomethane, and approve natural gas quality standards.

According to ExPro, as of February 2026, Ukraine had seven operating biomethane plants with a total capacity exceeding 110 mcm per year. The largest facility, owned by Teofipolska Energy Company, has a capacity of 56 mcm per year and was launched in 2025.

Other producers include Hals Agro (two plants of 3 mcm each), VitAgro (3 mcm), and MHP, which operates a biomethane plant with a capacity of 11 mcm as well as a bio-LNG facility with a capacity of 24 mcm. UM Liquid Gas also operates a bio-LNG plant with a capacity of 11 mcm.

As previously reported by ExPro, Ukrainian companies exported over 11 mcm of biomethane in 2025.
