Yuriy Butsa elected member of GTSOU Supervisory Board

The Cabinet of Ministers of Ukraine approved the appointment of Yuriy Butsa as a state representative on the Supervisory Board of GTS Operator of Ukraine JSC (GTSOU) on July 1, ExPro reports.

Thus, Yuriy Butsa became the last member of the company’s Supervisory Board, which is now fully formed.

Who is Yuriy Butsa?

Yuriy Butsa is a specialist in public finance, public debt management, and corporate governance.

He received a bachelor’s degree in Economics from the National University of Kyiv-Mohyla Academy in 2005 and a master’s degree in Economics from Central European University in Budapest in 2008.

He began his career at the State Commission on Securities and Stock Market and later served as Deputy Head of the Warsaw Stock Exchange representative office in Ukraine, where he was responsible for attracting capital for Ukrainian companies through IPOs.

In 2010, he joined the Coordination Center for Economic Reforms, where he participated in drafting legislation to reform the financial sector. In 2015, he became a member of the National Securities and Stock Market Commission.

On May 5, 2016, he was appointed Deputy Minister of Finance for European Integration, and on July 26, 2018, Government Commissioner for Public Debt Management.

Since June 19, 2019, he has been a member of the Supervisory Board of Ukreximbank JSC as a state representative, chairs the Corporate Governance and Compliance Committee, and is a member of the Nomination Committee.

GTSOU Supervisory Board

The Supervisory Board of GTS Operator of Ukraine consists of 5 members, including three independent members and two state representatives. In 2023, three independent members were appointed:

  • Jan Chadam from Poland, member of the Supervisory Board of Lublin Airport and former member of the Supervisory Board of Gas Trunklines of Ukraine;
  • David Charles Davies from the UK, Chair of the Audit Committee of Petrofac Limited and independent director of Wienerberger AG;
  • Serhii Konovets from Ukraine, CFO of Torwell Holding Limited and member of the Supervisory Boards of Ukroboronprom and Motor Sich.

The previous state representatives on the GTSOU Supervisory Board, appointed in July 2025, completed their terms in December 2025. In particular, the Ministry of Energy recalled Vitalii Zubrii from the GTSOU Supervisory Board on December 10, 2025. Ruslan Strilets’ powers were terminated early on the basis of his application, also dated December 10, 2025.

The new state representatives on the GTSOU Supervisory Board are Anton Bendyk, who was appointed in May, and Yuriy Butsa.

As ExPro reported, in February 2026 the Supervisory Board appointed Nataliia Boiko as acting CEO of GTS Operator of Ukraine.
