NEURC approves draft resolution to increase gas distribution tariffs
The National Energy and Utilities Regulatory Commission (NEURC), at its meeting on December 2, approved draft resolutions regarding the increase of natural gas distribution tariffs for Gas Distribution Network Operators for 2026, ExPro reports.
After the publication of the draft resolutions on the Regulator's website, comments and proposals will be accepted, followed by the final decision on increasing natural gas distribution tariffs. The new tariffs are expected to be adopted by the end of 2025.
"This increase will make it possible to partially compensate for the losses we currently have. We support this decision," commented Serhii Skyba, Acting Head of Gas Distribution Networks of Ukraine (Naftogaz Group).
Tariffs for households
It is important that tariffs for household consumers will remain unchanged, as a moratorium on tariff increases is in force in Ukraine for the duration of martial law and for six months after its cancellation.
Tariff calculation
Tariff calculations were performed in accordance with the methodology, taking into account operators’ reporting data from previous years and forecasts of natural gas distribution volumes for 2026. The calculations include justified operator costs for network maintenance, technological losses, gas metering, as well as projected costs for salaries, energy resources, network servicing and capital investments required to ensure stable operation of distribution systems.
For certain regions with significant reductions in contracted distribution capacity (in particular, in areas affected by military actions), tariff indicators may vary depending on actual conditions. However, the mechanism provides for cost recovery and stable network operation.
Approval of the new tariffs is planned after the completion of the public consultation procedure and the final NEURC decision, so the final tariffs may differ from those currently published.
In order to avoid a sharp increase in tariffs for customers of natural gas distribution services, while ensuring Gas Distribution Network Operators are provided with the funds necessary for the stable operation of the systems, a phased tariff increase is proposed - effective from January 1 and April 1, 2026.
How will tariffs change?
The lowest gas distribution tariff will remain for the Kharkiv City branch of Gas Distribution Networks of Ukraine (GDNU), part of the Naftogaz Group – 0.65 UAH/cm (excl. VAT) from January 1 and 0.78 UAH/cm (excl. VAT) from April 1, 2026. The overall increase is 80%.
The highest gas distribution tariff in 2026 will be for Gadiachgas – 3.16 UAH/cm (excl. VAT) from January 1 and 3.95 UAH/cm (excl. VAT) from April 1, 2026. The overall increase is 98%.
The largest tariff increase is planned for the Dnipro region branch of GDNU – up to 3.66 UAH/cm (excl. VAT) from April 1, 2026, 2.9 times higher than the current tariff.
The smallest increase is planned for the Zakarpattia branch of GDNU – up to 2.48 UAH/cm (excl. VAT) from April 1, 2026, 25% higher than the current tariff.
On average, natural gas distribution tariffs in Ukraine are planned to increase by 76% from April 1, 2026.
