U.S. DFC approves €85 million loan for DTEK’s 200 MW BESS portfolio
The U.S. International Development Finance Corporation (DFC) has approved an €85 million loan to DTEK to finance its battery energy storage systems (BESS) portfolio with a total capacity of 200 MW and 400 MWh in Ukraine.
The decision was approved by the DFC Board of Directors on September 16. According to DTEK, it is one of DFC’s largest debt financing transactions in Ukraine and the largest in the country’s energy sector since the start of the full-scale war in 2022.
The portfolio comprises battery energy storage systems across six sites in central Ukraine. DTEK deployed GridStack systems supplied by U.S.-based Fluence. Construction was completed in just six months, with the entire portfolio commissioned in September 2025.
The BESS facilities provide frequency regulation and power system balancing services and can respond to grid disturbances within milliseconds. According to DFC, the portfolio can provide enough electricity to power around 600,000 households for two hours.
“DFC’s decision is a vote of confidence in our energy sector and demonstrates that Ukraine is an attractive destination for international investors. This agreement enables DTEK to deploy additional capital into a range of projects that will strengthen our shared energy security,” said DTEK CEO Maksym Timchenko.
The financing of DTEK’s Ukrainian BESS portfolio is part of more than $8 billion in new investments approved by the DFC Board of Directors on September 16. In addition to DTEK’s energy storage project, DFC approved financing for a number of telecommunications, water and digital infrastructure projects in Ukraine and other countries.
