Ukraine increased electricity imports by 15% in November
In November 2025, Ukraine increased electricity imports by 15% — to 415 thousand MWh compared to October. This is evidenced by ExPro’s preliminary calculations based on ENTSO-E Transparency Platform data.
For the second month in a row, Ukraine remains a net importer. Hungary continues to hold the largest share — 44%. Compared to October 2025, imports from Slovakia increased sharply — tenfold — and from Moldova doubled. Meanwhile, imports decreased in other directions — the most from Poland, by -23%.
Compared to November 2024, Ukraine increased electricity imports by 150%.
As previously reported by ExPro, Ukraine did not use the entire technical capacity for electricity imports, as transmission issues from west to east did not allow optimal use of imported resources.
Electricity exports in November
Electricity exports in November decreased by 94%. Deliveries abroad have been completely halted since November 11. In total, only 5.2 thousand MWh were exported during the month, the lowest figure in 2025. Compared to November 2024, exports fell by 91%.
