Tariffs for electricity transmission in 2023 will increase gradually

The energy regulator established "staged" tariffs for transmission and dispatch management for 2023.

In particular, tariffs for the transmission of electric energy:

● for the period from January 1, 2023 to March 31, 2023 (inclusive) - UAH 380.28/MWh

● for the period from April 1, 2023 to June 30, 2023 (inclusive) – UAH 430.25/MWh

● for the period from July 1, 2023 to December 31, 2023 (inclusive) – UAH 485.10/MWh

The transmission tariff for "green" metallurgy enterprises is set for the whole year - UAH 209.42/MWh.

"For us, such a gradual increase in the tariff is a surprise. It is currently difficult to analyze its impact on our ability to carry out operational and technological management of the network operation system. We can definitely say that the proposed procedure for increasing the tariff for transmission and dispatching does not correspond to the temporary structure of the expenditure of funds, which is expected next year," said the Chairman of the Board of NEC "Ukrenergo" Kudrytskyi.

The same "staged tariffs" for dispatch management:

● for the period from January 1, 2023 to March 31, 2023 (inclusive) - UAH 68.28/MWh

● for the period from April 1, 2023 to June 30, 2023 - UAH 80.87/MWh

● for the period from July 1, 2023 to December 31, 2023 (inclusive) – UAH 95.54/MWh

It will be recalled that earlier "Ukrenergo" requested to take into account the costs of returning the "body" of loans from international financial organizations. According to the final project of the decision, the item of expenses for repayment of loans already amounts to UAH 2.068 billion. At the same time, "Costs for load reduction service by a producer selling electricity at a "green" tariff or at an auction price" was halved - from UAH 5 to UAH 2.5 billion. The NEURC argues for such a decrease by the fact that in 2023 the throughput capacity of the interstate crossing may be increased, which will allow companies to export more. Also, upon acceptance of certain norms, the "Guaranteed Buyer" can obtain the right to export "green" electricity. At the same time, the rationale states that in 2023, this item of expenditure may be adjusted, "according to the results of the actual use of funds." Expenditures for the implementation of the PSO in 2023 are planned at the level of UAH 24.968 billion (for ensuring an increase in the share of electricity production from alternative sources for private households - UAH 5.668 billion; for ensuring an increase in the share of electricity production from alternative sources, except for private households - 19.299 billion UAH).

Also, distribution tariffs for "oblenergo" companies were approved only for the 1st quarter of 2023, based on the proposal of the Chairman of the NEURC Kostyantyn Uschapovskyi.

"Due to the fact that there are many factors of uncertainty regarding the activity of distribution system operators, it is suggested to update these calculations on the eve of the corresponding period. A lot of factors affect the decision - this includes missile attacks, an additional change in the volume of distribution. This is a more systematic approach that will allow us to reconcile the interests of consumers and operators of the distribution system," Uschapovsky emphasized.
