Deputies propose to write off debts for utility services for those whose housing was in the war zone

People's Deputies have registered a bill that proposes to restructure debts for housing and utilities, including gas and electricity, formed during martial law, and write off the debt of the population for housing and utility services, whose housing was in the war zone.

ExPro Electricity Weekly reports this with a reference to the registered bill.

"The bill provides for amendments to Articles 1 and 2 of the Law of Ukraine "On restructuring of debts on rent, payment for housing and utility services, gas and electricity consumed" and provides an opportunity for citizens who suffered from the armed aggression of the Russian Federation:

- to restructure the debt for natural gas, central heating and hot water supply, and the supply of electric energy that arose during the martial law;

- to write off the debt of citizens for natural gas, for district heating and hot water supply, the supply of electric energy for the period of military operations in the territories where their housing is located," the explanatory note reads.

Volodymyr Moroz, Oleksandr Yurchenko, Valery Hnatenko, Anatoly Burmich, and Yevhen Yakovenko the initiators of the bill. In particular, the bill proposes to write-off the debt in rent (services for an apartment building management) and utility bills ( natural gas supply and distribution, supply and distribution of electricity, heating and hot water supply, centralised water supply, centralised water disposal, waste disposal) shall be restructured tenants of residential premises and owners of residential buildings or apartments for up to 60 months, depending on the amount of debt and the level of income of citizens as of the restructuring date.

The bill also proposes that for the period of repayment of the restructured debt, the total amount of payments. shall not exceed 25% of the income determined calculating subsidies for working citizens, and 20% - for pensioners and other persons receiving any type of social assistance.
