The regulator is preparing to review price caps on the Ukrainian electricity market

NEURC is preparing to start the regulatory procedure regarding the review of price caps on the electricity market. This is reported in ExPro Electricity with reference to the draft resolution of the NEURC, which is planned to be considered for approval at the meeting on October 1.

The regulator proposes to establish the following limit prices from November:

1) on DAM and IDM: maximum price cap from 00:00 to 07:00 – UAH 5,600.00/MWh; from 07:00 to 17:00 and from 23:00 to 24:00 – UAH 6,900.00/MWh; from 17:00 to 23:00 - UAH 9,000.00/MWh; minimum price cap – UAH 10.00/MWh;

2) on the balancing market: maximum price cap from 00:00 to 07:00 – UAH 6,600.00/MWh; from 07:00 to 17:00 and from 23:00 to 24:00 – UAH 8,250.00/MWh; from 17:00 to 23:00 - UAH 10,000.00/MWh; the minimum price cap is UAH 0.01/MWh.

Market participants will be able to submit their comments and proposals to the project after approval by the Commission. It is expected that the final decision will be with higher price caps than proposed by the Regulator at this stage.

At the same time, the NEURC considers it expedient, in addition to revising the limit prices at the proposed levels, to ensure the adoption of a decision on the Project of import PSO. It is about the adoption by the Cabinet of Ministers of Ukraine of the resolution "On the approval of the Regulation on the imposition of special duties on importers of electric energy to ensure the interests of the general public in the process of functioning of the electric energy market during the period of martial law." The idea regarding the Import PSO already belongs to the ex-deputy head of the Office of the President, Rostislav Shurma.
