The mechanism of guaranteeing the origin of electricity in Ukraine must be transparent and understandable

The mechanism of guaranteeing the origin of electricity from RES in Ukraine should be transparent and understandable, in order to attract a larger list of participants. This was pointed out by Yulia Vlasova, the leading engineer of the auction organization department at SE "Guaranteed Buyer", during the online event "Guarantees of origin as a tool for financing the green transition. The current state of implementation of the GO system in Ukraine", which was conducted by the UN Global Compact in Ukraine together with ExPro as part of the Ukraine Energy Initiative.

"Progress in this process should look like the following: awareness, awareness of the nature of such a mechanism, formation of a habit, which subsequently generates a trend towards renewable energy sources. And then there will be a need for guarantees of origin," Yuliya Vlasova highlighted, adding that the purpose of implementing the GO mechanism is not only an economic stimulus, but also ensuring the development of RES.

As previously reported in ExPro, the Cabinet of Ministers of Ukraine at the end of February 2024 approved the Procedure for Issuing, Circulating and Redemption of Guarantees of Origin of Electric Energy Produced from Renewable Energy Sources and the Procedure for Determining the Environmental Value of Electric Energy Produced from Renewable Energy Sources.

The resolution provides for: approval of the Procedure for issuing, circulation and repayment of guarantees of origin of electric energy produced from renewable sources, as well as approval of the Procedure for determining the ecological value of this electricity. A register of guarantees of origin will also be created, which will be administered by the NEURC. Guarantees will be formed electronically in MWh in accordance with the volumes of sales of electric energy from RES provided by the commercial accounting administrator.
