The head of Naftogaz is in favor of strengthening the role of supervisory boards in state-owned enterprises
Oleksiy Chernyshov, Chairman of the Board of Naftogaz of Ukraine, is in favor of strengthening the role of supervisory boards in the activities of state-owned enterprises.
According to him, this issue currently requires legislative regulation. The relevant bill 5593-d, which concerns strengthening the role of supervisory boards in state-owned enterprises, is under consideration by the parliament.
"This year we expect a draft law (No. 5593-d dated July 6, 2021), which concerns strengthening the role of supervisory boards in the life of state-owned enterprises. This includes, in particular, the adoption of financial plans and the appointment of the heads of the board. This is necessary to depoliticize this system," Oleksiy Chernyshov said during a speech at the Kyiv International Economic Forum.
At the same time, he noted that Naftogaz has already made a decision at the level of the supervisory board regarding the appointment and election of the chairman of the board exclusively by it.
"Supervisory councils should make these decisions. It is for this reason that we invited them to develop our companies," the head of the Naftogaz emphasized.
He expressed his belief that the state should be only where it is needed and that it is an ineffective manager, according to him, everyone knows and not only in Ukraine.
"We have to ensure that state-owned enterprises develop. For this, there is a question of corporate governance," said Oleksiy Chernyshov.
In general, he emphasized that Ukraine does not have time to wait for the end of the war to carry out reforms, particularly in the energy sector.
