SSSU suspects Pavlo Fuks’s DV Oil and Gas Company of financing of terrorism

The State Security Service of Ukraine suspects DV Oil and Gas Company, which according to the media is associated with Russian businessman Pavlo Fuks, of participating in the scheme for the coal export in 2014-2018 from occupied Donbas to the territory controlled by Ukraine and providing financial resources to the DPR terrorist organization.

On June 26, 2018, Kyiv Shevchenkivsky District Court considered the petition of the Senior Investigator of the Pre-trial Investigation Department of the Main Investigation Department of the SSSU on temporary access to property and documents held by the Bank Pivdennyi. According to the investigation, a number of suspects during 2014-2018 for self-enrichment and financial support of the terrorist organization DPR through their companies controlled the scheme for the export of coal that was illegally extracted and stolen from the state-owned enterprises that remained in the temporarily occupied territory of Donetsk region.

The coal was exported to the state enterprise Coal of Ukraine and Centerenergo PJSC. According to the information of the SSSU, the companies involved in the activities include K.S.V.-M  LLC (founder – Gennady Velychko, Lloyd Invest LLC, Vladislav Konyakhin, director – Pavlo Rodchenko),  DV Oil and Gas Company (founders – Co Investments Ltd., Yehor Borisenko, Lettair Business Corp., Head – Oleksandr Danylyuk),  Vuhlehirska PJSC (41% owned by the Ministry of Energy and Coal Industry),  Lloyd Invest LLC (founder - Vladislav Konyakhin, Valentina Konyakhina, Head – Vyacheslav Kupriyanov). The investigation also believes that some of the proceeds from the sale of coal (more than UAH 50 million) were transferred to the representatives of the DPR, which is financing of terrorism and falls under Art. 258 of the Criminal Code (Terrorist Act). 

Representatives of the SSSU reported that for its illegal activity DV Oil and Gas Company in 2014-2018 used the accounts in the Bank Pivdennyi. “According to the available materials of the criminal proceedings DV Oil and Gas Company in its activities in 2014-2018 used the bank account opened in Bank Pivdennyi, through which the transactions with funds involved in the financing of a terrorist organization DPR were carried out,” the text of the court ruling reads. Therefore, to conduct further investigation, the investigators have been appealing to the court for access to information about these accounts. Kyiv Shevchenkivsky District Court partially upheld the SSSU's motion and provided access to information on one account of the DV Oil and Gas Company in the Bank Pivdennyi.
