Romanian Transelectrica and NPC Ukrenergo may switch to JAO for cross-border capacity allocation from 2025

Romanian TSO Transelectrica and Ukrainian TSO NPC Ukrenergo may switch to JAO platform for cross-border capacity allocation from 2025. This is reported by ExPro with reference to the start of public consultations on the draft Joint Capacity Allocation Structure between the trading zones of Ukrenergo and Transelectrica (Romania).

Romanian operator Transelectrica expressed a desire to switch to JAO for cross-border capacity allocation between Romania and Ukraine, due to the strengthening of the requirements of the current EU Regulations on the introduction of long-term allocation of available capacity based on a single auction platform.

The updated "Procedure for Determining the Volumes of Interstate Crossing Capacity for Allocation at Annual, Monthly and Daily Auctions" has already been agreed upon between the transmission system operators of Ukraine and Romania, according to an explanatory note published by Ukrenergo.

The draft Structure of Joint Allocation of Capacity between the Trading Zones of Ukrenergo and Transelectrica has been published by NPC for comments and suggestions.

Currently, the allocation of interstate crossing capacity is carried out on the Ukrenergo platform only for the Moldovan and Romanian directions. Other auctions are held on JAO.

According to ExPro Electricity calculations, since the beginning of 2024, Ukraine has imported 723 thousand from Romania, which is about 18% of all imports.
