NEURC to investigate Moldovagaz's abuse of the wholesale energy market

At its meeting on July 17, the National Energy and Utilities Commission (NEURC) plans to adopt a resolution to launch an investigation into the abuse of the wholesale energy market by Moldovan-Russian JSC Moldovagaz, according to the agenda of the meeting.

The investigation will start because of the GTS Operator of Ukraine LLC (GTSOU) reports. According to GTSOU, in April-June 2024, Moldovagaz carried out natural gas transportation operations by submitting nominations/renominations without registering it as a participant in the wholesale energy market.

The NEURC's preliminary study found that Moldovagaz is not registered in the register of wholesale energy market participants. Conducting operations with wholesale energy products without registration as a wholesale energy market participant is an abuse of the wholesale energy market.

At the same time, the NEURC notes that in December 2023, Moldovagaz was denied registration as a wholesale energy market participant. One of the reasons for the denial of registration was that Russian Gazprom controls Moldovagaz.
