Local Implementation Project for market coupling is created

Market operators and transmission system operators of Ukraine, Poland, Slovakia, Hungary, Romania and Moldova have created a Local Implementation Project (LIP) to integrate the Ukrainian spot market into the unified European internal market. This was reported by the Market Operator.

Participants

In December 2024, a Memorandum of Understanding was signed between the key participants:

  • Ukraine: JSC Market Operator, NPC Ukrenergo;
  • Poland: PSE, TGE, EPEXSPOT, NordPool.
  • Hungary: HUPX, MAVIR;
  • Romania: Transelectrica, BRM, OPCOM;
  • Slovakia: OKTE, SEPS;
  • Moldova: Moldelectrica, OPEM.

LIP provides for regional cooperation in preparing the Ukrainian day-ahead market (DAM) and intraday market (IDM) for integration with the European day-ahead market (SDAC) and intraday market (SIDC). The project includes information exchange, closing legal gaps, and implementing common organizational and technical solutions for market integration.

“Given its central role in organizing electricity trade on the DAM and IDR in Ukraine, since 2022, JSC “Market Operator” has been participating as an observer in meetings and working groups of the All NEMO Committee, in particular the Market Coupling Steering Committee, CACM Pentalateral Coordination Group, Joint Expert Team – EnC. We have implemented a number of steps necessary for market integration, which were taken without waiting for the transposition of the relevant energy legislation. The creation of LIP is a mandatory step, without which the implementation of a joint spot market with the EU is impossible,” comments Oleksandr Gavva, General Director of JSC “Market Operator”.

In January, JSC “Market Operator” plans to gather all stakeholders of this process on one platform and talk about the future market integration, the features of its functioning and further steps necessary for Ukraine’s energy European integration.
