Derzhheonadra's gas field auctioning: Struinaftogaz LLC gets E&P permit for UAH 2.04 MM, while UkrGasVydobuva

October 25, 2018, after two year recess period, Derzhheonadra (State Service of Geology and Mineral Resources of Ukraine) did held the first auction of gas field E&P permit, as reported by our special correspondent attending the auction.

The gas fields having been auctioned included Chernitske gas field (Triyskiy district of Lviv Region) and Lipovetske gas field (Yavoriv district of Lviv Region). The other two gas fields located in Sumy Region and Lviv Region were withdrawn from auctioning because of absence of interested bidders.

Derzhheonadra reported that the 2nd Auction for E&P Permits for Gas Fields included: Kalan Private Enterprise, Nadra Energy LLC, UkrGasVydobuvannya PJSC, and Ukrnafta PJSC, as competing for Lipovetske gas field; while Struinaftogaz LLC and Nadra Energy LLC bidding for Chernitske gas field.

Disappointedly, Ukrnafta PJSC was not admitted to the auction because of inaccuracy in their bid participant application.

So, only 4 companies took part in the competition.

The Chernitske gas field was outcompeted by Struinaftogaz LLC [directed by Mr. Petro Gryniv, and co-founded by Mr. Oleg Kurochkin, Mr. Yuriy Petrushko, and Mr. Petro Gryniv- Ed.] with their final bid proposal of UAH 2.04 MM. According to market sources, Struinaftogaz LLC and Kalan Private Enterprise are allegedly affiliated with ex-CEO of Ukrtransgas PJSC Ihor Prokopiv.

The Lipovetske gas field was granted to UkrGasVydobuvannya PJSC for UAH 15.1 MM, that was 4-times more the auction starting price of UAH 3.5 MM. For this field UkrGasVydobuvannya withstood Nadra Energy LLC [directed by Ms. Julia Stelmakh and founded by Mr. Serhiy Gavrylov-Ed.]. According to mass media, Ms. Julia Stelmakh passed the competitive admission for the position of Chief Specialist of the Department for Oil&Gas Complex of the Ministry of Energy and Coal Industry of Ukraine.
