CMU appointed Formagey and Ushchapovsky as NEURC commissioners

The Cabinet of Ministers of Ukraine (CMU) has appointed Konstantin Ushchapovsky and Oleksandr Formagey as Commissioners at the National Energy and Utilities Regulation Commission (NEURC).

This decision was made at the CMU’s weekly meeting on December 29, 2021.

The competitions for the position of a NEURC Commissionerwere held after the rotation of NEURC Commissioner Olena Antonova in 2020 and Oksana Kryvenko in 2021.

ExPro Reference: Oleksandr Formagey - in 2000 began working as an investigator in the Energodar Town Police Department of the Ministry of Internal Affairs of Ukraine in the Zaporizhye region, and was later appointed the head of the investigative department. In 2002, he joined the Zaporizhia Oblast Prosecutor's Office to surpervise investigator teams in checks for economic crimes in the energy and utilities sectors. In 2007, Formagey held the position of Deputy General Director for Legal Affairs at the PJSC Centrenergo, in 2011 he moved to the PJSC Ukrhydroenergo to the position of Deputy Director of the Legal Support and Property Relations Department.

Konstantin Ushchapovsky - in 1996 he started working at Kyiv CHP-5 as a control worker of the 250 MW unit, in 1997 he moved to the Research Center of Ukraine as a dispatcher-informant, and later, until 1999 he worked as a dispatcher at the Integrated Power System of Ukraine. From 1999 to 2005 he worked at the Kyivenerho as the head of the operational and dispatching department. In May 2005 he started to hold the position of Chief Dispatcher at the NEC Ukrenergo, and in April 2014 he was appointed Director of Ukrenergo. In 2015, Ushchapovsky left the NEC Ukrenergo for the NNEGC Energoatom to the position of Deputy Director of the Center for Implementing a New Market Model, a position he held until 2018. In 2015-2016 he worked as an Adviser to the Prime Minister Yatsenyuk, in 2017-2018 - Adviser to the Minister of Energy Nasalik.
