Verkhovna Rada supports extension of electric vehicle tax benefits until 2027

Ukrainian MPs have supported the extension of preferential taxation for electric vehicles for another year — until 2027. The corresponding amendment No. 1061 was adopted during the consideration of the 2026 state budget draft, MP Yaroslav Zhelezniak reported, ExPro writes.

A total of 248 deputies voted in favor of extending the benefits.

“This is an instruction to the government. It is not considered a final decision yet — in November, the Cabinet of Ministers must submit the final version of the text,” Zhelezniak noted.

The preferential regime for electric vehicles has been in place in Ukraine for several years. It provides for exemption from value-added tax (VAT) and import duties on electric vehicles. These measures were introduced to stimulate the development of the EV market, reduce harmful emissions, and decrease the transport sector’s dependence on fossil fuels.

In subsequent years, the Verkhovna Rada repeatedly extended these benefits and expanded them to include electric buses and components for EV production in Ukraine.

According to industry associations, these tax incentives have helped multiply the number of electric vehicles in the country, gradually making Ukraine one of the most dynamic EV markets in Eastern Europe. According to the Institute for Car Market Research, the total passenger EV segment reached a record 12,100 units in September 2025, which is 5.9% more than in August and 89.2% higher compared to September 2024.
