NEURC raises tariffs for gas injection and withdrawal at Ukrainian storages

The National Energy and Utilities Regulatory Commission (NEURC) at a meeting on May 26 approved resolutions increasing tariffs for natural gas injection, and withdrawal services at Ukrainian underground gas storage facilities (UGS).

When calculating tariffs for natural gas storage services (injection and withdrawal), the following assumptions were taken into account:

• planned annual natural gas injection capacity of 8.08 bcm per year;
• planned annual natural gas withdrawal capacity of 8.4 bcm per year;
• planned average annual working gas storage volume of 11.27 bcm per year.

Projected costs related to the procurement of natural gas used for production and technological needs, as well as normative and specific losses, were calculated based on losses at the level of 68.6 mcm and a forecast natural gas purchase price of 23,581.1 UAH/tcm.

According to NEURC, storage capacity booking is currently carried out mainly on a day-ahead and monthly basis, which hampers medium-term planning of UGS operations and leads to increased equipment wear and, accordingly, higher maintenance and repair costs due to uneven operating modes.

To stimulate long-term capacity bookings, the following coefficients were approved:

• coefficient for booking storage year services (annual capacity and bundled capacity) — 0.9;
• coefficient for booking capacity for the base injection and withdrawal season — 1;
• coefficients for monthly bookings (1.1) and day-ahead bookings (1.2) will remain unchanged.

Overall, NEURC increased tariffs for UGS services:

• Gas storage — 0.36 UAH/tcm per day (excl. VAT), compared to the current tariff of 0.4 UAH/tcm.
• Gas injection — 290.45 UAH/tcm (excl. VAT), 16% higher than the current tariff of 253.03 UAH/tcm (excl. VAT).
• Gas withdrawal — 290.45 UAH/tcm (excl. VAT), 13% higher than the current tariff of 243.52 UAH/tcm (excl. VAT).

The new tariffs will come into effect on June 1, 2026.
