NABU informed about the suspicion of MP Dubnevich for embezzling UAH 2.1 billion from Naftogaz gas

On October 10, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) informed the People's Deputy of Ukraine about the suspicion of organizing the seizure of natural gas worth more than UAH 2.1 billion and the legalization of illegally obtained profits. It is talking about People's Deputy Yaroslav Dubnevich.

He is the sixth suspect in this case. Other participants of the scheme were informed of the suspicion in January 2018.

According to the investigation, during 2013-2017, the People's Deputy of Ukraine organized the seizure of natural gas by officials of the Novoyavorivska and Novorozdilska thermal power plants under his control (Lviv region) for a total amount of more than UAH 2.1 billion.

Under his control, the company-owners of Novoyavorivska and Novorozdilska TPP concluded a number of agreements on the purchase of natural gas from Naftogaz of Ukraine for the production of thermal energy for householders. In order to make heat cheaper for this category of consumers, Naftogaz supplied gas to commercial thermal power plants at preferential prices, significantly lower than the market prices.

However, as NABU detectives established, the Novoyavorivska and Novorozdilska thermal power stations obtained "preferential" gas illegally, without planning to use it for the production of heat for the population. Instead, they used this gas in their own economic activities for the production of electricity, which was then sold by Energorynok at the market price.

As a result of the described actions related to the acquisition of natural gas, the profitability of electricity production at Novoyavorivska and Novorozdilska TPPs exceeded 100% in some periods (against 3-5% included in the tariff of NEURC based on the documents and justifications submitted by the specified TPPs).

Thus, on the conviction of NABU detectives, TPPs received illegal income (surplus profits) in the amount of more than UAH 3.5 billion.

Thanks to the cooperation of NABU with foreign colleagues of one of the European countries, it was possible to track down and seize funds in the amount of €2.3 million, which were deposited into the account of one of the members of the people's deputy's family.
