The government approved a new method for calculating the cost of special permits for subsoil users
The Cabinet of Ministers of Ukraine has approved a new methodology for calculating the initial cost of special subsoil use permits and the procedure for electronic auctions for their issuance special permits. This was announced by the Minister of Environmental Protection and Natural Resources Roman Abramovsky at a briefing and the press service of the State Service for Geology and Subsoil of Ukraine (Derzhheonadra).
From now on, the initial price of a special permit will be formed based on objective indicators of the cost of reserves and mineral resources of the deposit or subsurface area calculated. This approach will create conditions for transparent and objective calculation and will allow eliminating speculations, experts of Derzhheonadra are convinced.
“The logic of this new methodology is to avoid using subjective data that can be manipulated and which reliability is difficult to verify, in particular, such as operating costs, capital expenditures, and annual income of the enterprise. The calculation is carried out solely based on objective data: the availability of resources and reserves for a specific field or subsurface area and a fixed price for a unit of commercial products for all business entities throughout Ukraine,” the Chair of the Derzhheonadra, Roman Opimakh, said.
Regarding the changes to Resolution 848, on holding auctions for the sale of special subsoil use permits, the status of the Resolution was changed from temporary to permanent. The procedure for special permits issuance through open electronic auctions has proven to be effective, so from now on all special permits will be issued at transparent on-line auctions. Issuance of the special permits outside the auction will occur in exceptional cases, which are clearly defined by the Resolution 615.
