Ministry of Energy proposes to stimulate the development of energy storage from Ukrenergo tariff

The Ministry of Energy has developed a draft law for the implementation of energy storage, which is proposed to provide investors with an incentive, namely the opportunity to receive payment for the construction of energy storage from the transmission tariffs of the NEC Ukrenergo.

The text of the draft law is posted on the portal of the Ministry of Energy.

"As incentives can be used, in particular: setting a fee for the service to ensure the development of generating capacity… If used as an incentive fee for the service to ensure the development of generating capacity, the purchase of such a service is carried out by the transmission system operator," the draft law says.

Tenders for the installation of energy storage will be implemented by the Ministry of Energy, based on the results of the tender, these incentives can be applied. In turn, the draft law proposes to oblige the NEURC to take into account all incentives in the structure of the tariff for electricity transmission, as well as to approve the methodology for determining the marginal price of services by energy storage, taking into account capital and current expenditures costs.

"The fee for the service to ensure the development of generating capacity is paid by the transmission system operator in stages after the commissioning of new generating capacity and / or energy storage during the period specified in the terms of the tender," the Ministry of Energy proposes. Other incentives may include: facilitating land allocation and / or site allocation; application of public-private partnership mechanisms; providing state aid to business entities at the expense of state or local resources. The draft law also proposes to introduce a direct ban on transmission and distribution system operators to run energy storage.

According to the draft law, NEURC will not revise "green" tariffs for RES electricity producers who will install energy storage at their stations. At the same time, the NEC Ukrenergo will not compensate for the service of reducing the capacity by stations with energy storage installed.
