For certain purchases of drilling equipment for UGV the API certificate is no longer required
Ukrgasvydobuvannya excluded from the tender documents for three purchases the requirement for the counterparty to have an API Spec Q1 quality certificate, the standards of which are applied by leading oil and gas companies in the world, and were previously used by the state enterprise. This is reported in the public procurement system ProZorro.
In particular we are talking about the following purchases:
- Centralizers for casing strings at UAH 11.2 million.
- The staged cementing collars (SCC) at UAH 19.6 million.
- Equipment for cementing of Ø 508mm/20'' casing strings through a drilling string, 7 sets, at UAH 7.6 million.
The auction date for these tenders is scheduled for October 5, 2020. The bidding deadline expired on August 28, and the equipment delivery period is until April 12, 2021.
At the time of the auction announcement, the Spec Q1 certificate was required from the participants in all three purchases, but on August 28, the customer made changes to the tender documentation, excluding the mandatory certificate. Some time after one of the bidders published a request to the customer to remove the item on the availability of the relevant certificate from the tender documentation.
Also, for one of the above purchases, on August 20, 2020, the company Investavtomatika filed a complaint about the violation of the procedure for conducting the procurement. Since then, the complaint consideration has already been postponed twice by the administrative Board of the Antimonopoly Committee of Ukraine, and the last time is scheduled for September 19, 2020.
The API Spec Q1 certificate is a quality management standard developed by the American petroleum Institute. It is designed specifically for companies that provide services or offer products in the oil and gas industry. The standard is common to all manufacturers, and is used by the world’s leading oil and gas companies in purchasing.
